INDUSTRIAL INVESTMENT INTENTIONS IN THE LICENSABLE AND DELICENSED SECTORS   FOR THE MONTH OF AUGUST 2007 AND CUMULATIVE POSITION SINCE AUGUST 1991

 

 

 

Highlights- AUGUST 2007

 

·        In the delicensed sector, 337 Industrial Entrepreneur Memoranda (IEMs) with proposed investment of Rs. 79,290 crore have been filed.

·        Maharashtra, Chhattisgarh and Andhra Pradesh were the leading States in terms of the Number of IEMs filed. However, in terms of amount of proposed investment through IEMs, the three leading states were Chhattisgarh, Gujarat and  Jharkhand.

·         In the licensable sector, No LOI/DIL has been issued during the month.

·        Investment intentions for licensable and delicensed sectors taken together reflect preference for Electrical Industries, Metallurgical Industries and Cement and Gypsum Products with investment of Rs. 25,790 crore,  Rs. 22,890 crore and  Rs. 10,868 crore respectively.

 

 

 During the period August 1991 to August 2007, 75,541 Industrial Investment Intentions, in the licensed and the delicensed sectors, for new units/ new articles or for substantial expansion have been recorded.  These intentions involve a proposed investment of Rs.30,09,303 crore and employment for 1,50,60,359 persons. 

 

 

i.                   Delicensed Sector

 

Industrial Entrepreneurs Memoranda (IEMs)

 

During the post liberalisation period 71,271 IEMs have been filed with a proposed investment of    Rs. 28,84,643 crore and projected employment for 1,41,45,906 persons.

 

6512 IEMs, with a proposed investment of Rs. 1,68,460 crore and a proposed employment for 11,42,215  persons, have been filed either  in lieu of IEMs already held by entrepreneurs or have been voluntarily surrendered or  have been rejected as they do not conform to the  prescribed parameters for exemption. Hence, 64,759 IEMs, with a proposed investment of Rs. 27,16,183 crore and employment of 1, 30,03,691 persons are on record with the Government.

 

In August 2007, 337 IEMs with proposed investment of Rs. 79,290 crore have been filed as against  275 IEMs with an investment of Rs. 52,775 crore during the previous month.

 

Leading industrial segments during August 2007 in attracting investments in terms of IEMs filed were Electrical Industries, Metallurgical Industries and Cement and Gypsum Products.

 

Statewise distribution

 

Out of 337 IEMs filed during August 2007, 48 were for Maharashtra  with proposed investment of Rs. 4218 crore, 42 were for Chhattisgarh with proposed investment of Rs.23,180 crore and 32  were for Andhra Pradesh  with proposed investment of Rs.2567 crore.  However, in terms of the proposed investment, Chhattisgarh with Rs.23,180 crore (29%) was the leading state followed by Gujarat with Rs.9952 crore (13%) and Jharkhand with Rs.9769 crore (12%).

 

On a cumulative basis, 18% of the total IEMs filed since August 1991 are in the state of Maharashtra, 12% in Gujarat, 9% in Uttar Pradesh and  Tamil Nadu.

 

Implementation of IEMs

 

Since the inception of  IEM Scheme till the end of August 2007, a total of  6925 IEMs with an investment of Rs. 2,58,253 crore and employment for 11,08,195 persons have reported implementation.

 

ii.                 Licensed Sector

 

Letters of Intent (LOIs)

 

Since August 1991 till the end of August 2007, a total of 3,960 LOIs with a proposed investment of Rs. 1, 09,632 crore and proposed employment for 8,51,406 persons have been issued.

 

Industrial Licences (DILs)

 

            As a measure of simplification of procedures, the Department is now issuing Industrial Licences directly against applications except for those items which are exclusively reserved for Small Scale Industries.

 

Since November, 2003, 310 such Direct Industrial Licences (DILs) have been issued with a proposed investment of Rs.15,028 crore and employment for 63,047 persons.

 

In the licensable sector, No LOI/DIL has been issued in August 2007 as against 7 DILs with proposed investment of Rs.92 crore during the previous month. 

 

iii.            Scheduled Industrywise distribution of Investment Intentions                                       

 

Industrywise distribution of investment intentions since August 1991 continues to reflect preference for metallurgical industries, electrical equipments and chemicals (other than fertilizers).
